常见问题

Which ships need to file IMO DCS and CII?
Ships of 5,000 gross tonnage and above engaged in international voyages must report annual fuel consumption to the IMO Data Collection System (DCS) via their flag State, and receive an attained Carbon Intensity Indicator (CII) rating from A (major superior) to E (major inferior) under MARPOL Annex VI.
What happens if my vessel gets a D or E rating?
A ship rated D for three consecutive years or E for one year must submit a corrective action plan as part of its SEEMP Part III, approved by its flag State or RO. The plan describes how the ship will bring its CII into compliance. The current CII framework is under review at MEPC with revised strengthening expected.
How does FuelEU Maritime differ from EU ETS Maritime?
EU ETS Maritime (in force since 2024, phased to 100% by 2026) requires shipping companies to surrender allowances for CO2 emissions on EU-related voyages. FuelEU Maritime (in force since 1 January 2025) is a well-to-wake GHG intensity standard for the energy used on board — starting at -2% in 2025 and ramping to -80% by 2050 versus a 2020 baseline.
What is EEXI and when did it apply?
The Energy Efficiency Existing Ship Index (EEXI) is a technical measure applying to all existing ships of 400 GT and above. From its entry into force in 2023, ships must achieve an attained EEXI below the required value for their type and size category, verified at the first annual/intermediate/renewal IAPP survey.
Who has to report under EU MRV?
EU MRV (Regulation (EU) 2015/757 as amended) applies to ships above 5,000 GT calling at EEA ports. Shipping companies monitor fuel consumption, CO2 emissions and transport work per voyage, submit verified emission reports by 31 March each year via THETIS-MRV, and obtain a Document of Compliance.
